Monitoring
Monitoring was one of the critical functions identified
for Quality Trust in the 2001 Settlement Agreement and
Plan for Compliance. The charge was for Quality Trust
to “monitor modifiable risk factors” for
non Evans class members with developmental disabilities
as well as prepare to assume responsibility for independent,
external monitoring for all residents with developmental
disabilities after the conclusion of the Evans class
action lawsuit.
Quality Trust’s Monitoring Team includes a monitoring
coordinator and three monitoring specialists with over
40 years of combined experience supporting and working
with people with developmental disabilities.
Quality Trust Monitors perform a variety of functions
including: individual monitoring, follow up on all abuse,
neglect and personal theft incidents for non class members,
environmental site visits, regular reporting of data
collected and technical support to providers. All people
monitored are personally interviewed and the focus of
the assessment is on collecting data, ensuring that
required supports are in place, and is person-centered;
most other monitoring assessments are not.
Highlights:
- Visited over 500 sites and supported over 350 people
since the program’s inception in 2005
- Supported the Department on Disability Services
to write their Basic
Assurance Standards Assessments (BASA)
- Reviewed 334 Serious Reportable Incidents for Non-class
members during the first two quarters of FY 2008.
Monitoring Success for Carol:
The QT monitoring team received a referral for Carol
regarding an abuse incident where she alleged that her
mother had struck her. While interviewing Carol and
reviewing her documentation it became clear that she
was not being supported in a manner that allowed her
to live her best life. She had a multitude of health
concerns that were unaddressed, she was not going to
day program and she spent most of every day in her basement
apartment alone with her elderly mother. The QT monitor
requested advocacy for Carol and together with her support
team we were able to support Carol to move out of her
mother’s apartment and into a group home with
women her age. Carol now attends regular doctor appointments,
her day program and community activities with ladies
from her new home. Carol is leading a healthier and
more fulfilling life!
