Leadership Team
Tina M. Campanella
Executive Director
Ms. Campanella has over 30 years experience working
with and on behalf of adults and adolescents with intellectual
and developmental disabilities. She has directed residential
and employment programs and is knowledgeable about best-practices
in the developmental disabilities field around the country.
Prior to being selected as the Executive Director in May,
2002, she worked at the Council on Quality and Leadership
(CQL), a nonprofit organization promoting enhanced quality
of life for people with disabilities through training
and accreditation activities throughout the US and abroad.
Vernessa Broddie
Director of Quality Enhancement
Supports
Ms. Broddie has over 25 years experience working to
support individuals with intellectual and developmental
disabilities to live full, healthy and satisfying lives.
She has over 15 years experience working at the District’s
Developmental Disabilities Administration (formerly
MRDDA) in various capacities and collaborated with many
of the community providers in support of individuals
in the service delivery system. She hails from South
Carolina where she received her training and work experiences
advocating for the rights of children and adults with
disabilities.
Laura Flegel
Director of Legal Advocacy and Education
Ms. Flegel has been practicing law in Washington, DC for over 25 years focusing on access to health care, disability rights, and poverty law. She has worked in government, private practice and the non-profit sector. Before becoming the Director of Legal Advocacy and Education at the Quality Trust, Ms. Flegel was the Director of Legal Services at Whitman-Walker Clinic where she worked for 13 years on a wide array of civil rights and disability rights issues, ran a large staff and pro bono based program, trained and mentored attorneys in DC, Maryland and Virginia and wrote and spoke on access to health care and HIV/AIDS law issues. She came to work at Quality Trust in April, 2005. At Quality Trust she has worked on individual representation as well as on systemic change through legislative and policy reform work.
Nadine Hathaway, CFRE
Director of Development
Ms. Hathaway joins the staff of Quality Trust with over
20 years experience in fund development in the Washington,
DC, metropolitan area. She has worked for social service,
education and arts nonprofit organizations, directing
publications, volunteer and fundraising programs for
Annual Funds as well as capital campaigns. Ms. Hathaway
was trained as a musician and taught in area schools
before completing the George Washington University graduate
Fund Raising Administration certificate program. Ms.
Hathaway has been active in the Association for Fundraising
Professionals as a presenter and mentor in the US and
Europe.
Jimi Lethbridge
Director of Monitoring and Outreach
Mr. Lethbridge has over 19 years experience working in the developmental disabilities field. Prior to joining the Quality Trust in March, 2003 as a Lead Advocate, he worked in the Maryland disabilities service system. His direct work experience includes being a service coordinator, program director at a provider agency, and a case manager working with adults with disabilities and their families. He has particular expertise in utilizing Medicaid waiver funding to enable people to access supports and services and live full lives within their communities.
Jenise S. Ross
Director of Administrative Operations
Ms. Ross has over 17 years experience in administration
of nonprofit organizations with particular expertise
in financial and human resource management. Before coming
to Quality Trust in September, 2002, she worked as the
administrator for The Council on Quality and Leadership
(CQL), a nonprofit organization that manages a accreditation
and quality enhancement program. Ms. Ross is also a
parent advocate for her son and enjoys managing internal
staff supports to enable staff to focus on achieving
the outcomes of its members; people with disabilities.
Christine Foster
Monitoring Coordinator
Ms. Foster joined the Quality Trust in March 2003 as a lead advocate and assumed responsibility for overseeing QT’s Monitoring program in November 2004. Christine has over 18 years experience working with individuals with developmental disabilities in New York and in the District. Her experience includes responsibility for direct support and coordination of both residential and day programs. She spent many years with a local service provider organization in the District in different roles including a house manager and QMRP and is a strong advocate for the people she supports.
Toya R. Fisher, MSW, LGSW
Family Support Liaison, Family Empowerment Center
Toya Fisher has been with the Quality Trust for Individuals with Disabilities for four years. Ms Fisher is an alumna of Catholic University of America where she earned a MSW and Spelman College where she earned a BA in psychology. She is currently the Family Support Liaison with the DC Family EMPOWERment Center. Her background includes work with the former Information Protection and Advocacy Center for Individuals with Disabilities, Pratt Monitoring, DC Center for Independent Living; and supporting individuals as a social work intern with St. John’s Community Services day program. Ms. Fisher has an interest in the development of District service systems for Individuals with Disabilities and their families.
Phyllis Holton
Training and Information Coordinator
Ms. Holton has over 21 years experience working with people who have developmental disabilities. Prior to joining the Quality Trust in January, 2003, as a Lead Advocate, she worked at a local service provider organization in the District as an advocacy services coordinator, media specialist, and communications manager. She is a long time advisor and volunteer with the local self-advocacy coalition, Project ACTION, and assists members to solicit funds to attend national conferences.
